Recently, the Vermont Department of Health has been stepping up enforcement in regards to Essential Maintenance Practices which has caused a large increase in the number of people wishing to attend our EMP trainings.

Registration is on a first come – first serve basis. We ask if you register for a class that you make every effort to attend because others are on waiting lists for each class. If you register for a class and do not attend, your name will go to the bottom of the list for future classes.

75% of Vermont’s lead poisoning cases occur in rental homes. In response, the Vermont legislature passed Act 165, the "Essential Maintenance Practices" or EMP law. Known as Vermont’s Lead Law, Act 165 requires that landlords or their property managers follow the EMPs to maintain painted surfaces in rental properties built before 1978.

A free EMP course not only covers what you need to know— but also provides additional protection from prosecution. Information covered in the classes includes:

  • The requirements of Vermont’s lead paint law and related federal regulations
  • The health effects of lead in children and adults
  • Lead-safe work practices and maintenance procedures
  • Specialized cleaning techniques and equipment for removing lead-contaminated dust

This manual is provided for informational purposes only and reading it alone does not substitute for attending an approved training course as required by Vermont law.
 

Please note these changes to EMPs after October 1, 2022: 

“Essential Maintenance Practices” will be called “Inspection, Repair and Cleaning (IRC) Practices.” IRC Practices will be the same as EMPs, except for these differences:   

  • If you are EMP certified, you will no longer be able to perform paint repair of 1 square foot or more per interior room or exterior surface on pre-1978 rental housing and child care facilities. Repairs of areas larger than this will need to be performed by someone who is licensed under the Vermont Renovation, Repair, Painting and Maintenance (RRPM) regulations.
  • You will still be able to use your EMP certificate to perform IRCs (except for repairs) for 5 years from the date you took the EMP training. After that, you will need to take the new IRCs training to receive an updated certificate number.

This course will provide basic knowledge of Vermont's Inspection Repair Cleaning Pracitces (IRC) law and how to work safely with lead. This course fulfills the training and certification requirement described in the EMP/IRC law and is necessary prior to performing visual inspection, paint stabilization and maintenance on rental units and daycare facilities that were built before 1978, and filing the associated yearly Vermont EMP statements. Some trainers charge a fee for this class.
